It’s not that easy. RISK is a community server. If you need a free hosting, get one from elsewhere.
Having said that:
- Ask the account from theranger [Skype] or via ranger at risk.ee [e-mail]
- Get ready to explain why the account should be created for you
- Better if someone, who already has RISK account, recommends you
- Accept that this place is not for creating commercial stuff nor publishing copyright or pirated material
- Be polite and honor the community and the server
